What is 21 Personnel Rate?
21 personnel means two running backs, one tight end and two receivers -- most often a fullback alongside the back, which is why a fullback counts as a running back in this grouping. 21 personnel rate is the share of a team's charted scrimmage snaps played from it. Only a handful of offenses use it meaningfully, so the interesting read is usually which ones, and whether a defense answers it with a heavier box than the pass personnel on the field deserves. Rates across the published groupings do not sum to 100%, because snaps in groupings without their own page are counted but not shown.
