21 personnel means two running backs, one tight end and two receivers -- most often a fullback alongside the back, which is why a fullback counts as a running back in this grouping. 21 personnel faced rate is the share of a defense's charted scrimmage snaps played against it. Only a handful of offenses use it meaningfully, so a defense's rate says most about which division it plays in, and the interesting read is whether it answers the look with a heavier box than the pass personnel on the field deserves. Rates across the published groupings do not sum to 100%, because snaps in groupings without their own page are counted but not shown.
